Delivery
planning framework :

The figure shows how policy or business objectives and targets are
translated into outcomes and benefits from change. Options for delivery
are explored to identify an acceptable mix of cost, benefit and
risk to deliver the required outcomes; however, not all policies
lead to implementation programs. The delivery chain may be complex,
involving a number of different organizations. The current priorities
relating to the organizations program portfolio are revisited.
Prioritization leads to selected programs (each with their own priorities)
in the updated portfolio. They are made up of work streams and projects
that deliver the required results and feed progress against targets
back up to the policy/business objectives.
A program management approach increases the chances of success.
It focuses on the delivery of benefits and outcomes; it helps you
to plan for early/incremental realization of benefits to reduce
net costs and risk.
